Rep. Pavlov votes to hold drug dealers
accountable for serious harm
RELEASE|April 4, 2026

State Rep. Joseph Pavlov recently voted in support of legislation to strengthen penalties for drug dealers whose actions result in serious injury.

House Bills 5157 and 5158 would create a new felony offense for delivering certain controlled substances that cause serious injury, including permanent disfigurement, loss of bodily function, or significant health impairment. The bills ensure that individuals who distribute dangerous drugs can be held accountable not only when their actions result in death, but also when they cause life-altering harm.

“Too many families and communities are being devastated by dangerous drugs,” said Pavlov (R-Smiths Creek). “If someone is dealing substances that leave people permanently injured, there need to be serious consequences.”

Under current law, individuals can face severe penalties if a delivered controlled substance results in death, but similar accountability does not apply when victims suffer serious, lasting injuries. Pavlov said the legislation closes that gap and gives law enforcement and prosecutors another tool to hold offenders accountable.

“This is about protecting our communities and making sure justice reflects the harm that’s been done,” Pavlov said. “Those who profit from these substances must be held responsible when their actions cause serious, life-changing damage.”

House Bills 5157 and 5158 passed the House and now move to the Senate for further consideration.
