The Stop the Bleed curriculum would become mandatory. HB 5742 would state that health clubs are not required to render emergency aid, and would state that this section of law has no impact on the Good Samaritan provisions. HB 5743 provides protection from liability for a Good Samaritan who attempts to save another person’s life by applying bleeding control techniques.
